    Applying to Japan from India involves a layer of process that candidates in other countries never see. Emigration clearance, document attestation, a tightly regulated agent system and a limited set of test centres all sit between an Indian applicant and a Japanese employment contract. None of it is difficult, but skipping a step is expensive and, in the case of unregistered agents, is how most money is lost.

    Why India is a major source country for Japan

    Japan and India have signed cooperation arrangements on skilled worker mobility, and Japanese employers in labour-short sectors now actively look to India. Demand concentrates in the designated Specified Skilled Worker fields — food service and accommodation being the two relevant to theme-park and resort work. That is genuine opportunity. It is also why fraudulent operators target Indian applicants so heavily.

    ECR and ECNR: check your passport first

    Indian passports are either ECR (Emigration Check Required) or ECNR (Emigration Check Not Required). ECNR is generally granted to those who meet specified criteria, including certain educational qualifications. If your passport is ECR, you need emigration clearance before departing for employment in the countries covered by that requirement, obtained through the eMigrate system.

    Check the endorsement page of your passport now, not later. It determines whether the eMigrate clearance step applies to you, and it affects your timeline. If your passport has under a year of validity, renew it before you do anything else — a Japanese visa cannot be issued into a passport about to expire.

    eMigrate: the register that decides who may recruit you

    This is the single most useful tool an Indian applicant has, and most never use it. eMigrate is the Government of India’s system for overseas employment, run under the Ministry of External Affairs. Recruiting agents must hold a valid registration certificate to lawfully recruit Indian workers for overseas jobs, and that registration is publicly verifiable on the portal.

    Before you share a document or pay a rupee, do three things: search the agent’s name and registration number on eMigrate; confirm the registration is current and not suspended; and confirm the specific employer and job order the agent claims to be recruiting for. An agent who deflects any of these questions has answered them.

    eMigrate is also the grievance channel. Complaints filed there, and with the Protector of Emigrants, are what actually strips fraudulent agents of the ability to operate — a police complaint alone rarely does.

    What a registered agent may and may not charge

    Registered recruiting agents in India operate under a regulated service-fee ceiling, payable against a proper receipt in the agency’s name. That is the entire universe of legitimate agent charges.

    Outside it: no payment for the job itself, no “visa fee” paid to the agent, no deposit to hold a seat, no money to a personal account or wallet, no open-ended charges that grow each week. Test fees go to the testing body, passport fees to the government, medical charges to the clinic, attestation charges to the attestation service — each with its own receipt. If a single person is collecting all of it in cash, that is not a process, it is a collection.

    The tests, and where Indians sit them

    Two tests gate the SSW route: a Japanese-language test (JFT-Basic or JLPT N4) and the skills evaluation test for your field. Both are administered in India, but at a limited number of cities and on schedules that fill quickly.

    JFT-Basic is computer-based and offered far more frequently than JLPT, which runs twice a year — for most candidates JFT-Basic is the faster route to a valid result. The skills evaluation test for food service or accommodation is set by the relevant Japanese industry body, and its India schedule is published by that body.

    The practical advice is scheduling advice: register the moment a cycle opens. Indian candidates routinely lose three to six months waiting for the next seat, and no agent can conjure one for a fee.

    Documents and attestation

    Prepare a single file and keep it complete. You will need your passport with adequate validity, educational certificates, any experience letters, a police clearance certificate where required, medical examination results, passport photographs to Japanese specification, and your test certificates.

    Japan is a party to the Hague Apostille Convention, so Indian public documents intended for use there are generally legalised by apostille through the Ministry of External Affairs rather than by consular legalisation. Apostille normally follows prior authentication at state level, so start early: this chain routinely takes several weeks.

    Translations, where required, should be done properly and consistently — a name spelled two different ways across documents causes real delays at the immigration bureau.

    The sequence for an Indian applicant

    1. Verify passport validity and ECR/ECNR status; renew if needed.
    2. Begin Japanese study targeting JFT-Basic or JLPT N4.
    3. Register for and pass the language test, then the field skills test.
    4. Apply through a registered agent verified on eMigrate, or directly to an employer’s careers page.
    5. Interview, then receive a written offer and employment conditions document.
    6. The Japanese employer applies for your Certificate of Eligibility in Japan.
    7. Apply for the visa at the Japanese Embassy in New Delhi or the relevant Consulate General.
    8. Complete eMigrate emigration clearance if your passport is ECR.
    9. Travel; obtain your residence card on arrival and register at the municipal office.

    Note the order. The employer files for the certificate — not you, not the agent alone. Anyone selling you a certificate is selling a forgery.

    Where Indian candidates genuinely do well — and where they stumble

    Indian applicants arrive with real advantages. English is a working asset in international resort environments, service-sector experience transfers directly, and candidates from hospitality or food backgrounds often clear the skills test comfortably.

    The stumbles are cultural rather than technical, and they are learnable. Japanese workplaces run on punctuality measured in minutes, not a quarter-hour of grace. Instructions are expected to be followed as given, with suggestions raised afterwards rather than during. Reporting a problem early is valued; absorbing it quietly to avoid embarrassment is not. Volume and gesture in customer interaction are lower-key than in Indian service settings. And the change most people underestimate is dietary: vegetarian requirements need planning, since dashi and other animal-derived stocks appear in many everyday dishes. Learn to read a few key labels, identify supermarkets and suppliers near your accommodation, and discuss canteen arrangements with the employer before joining.

    Money, before and after departure

    Budget honestly for the legitimate pre-departure costs: passport, test fees, medical, apostille and translation, the regulated agent service fee where one applies, and airfare if the employer does not cover it. Get every payment on a receipt. If someone proposes a loan to cover fees, be extremely careful — debt-financed migration is what converts a bad placement into a trap you cannot leave.

    Frequently asked questions

    Can Indians go to Japan on a working holiday visa?

    No. The working-holiday programme operates between Japan and a specific list of partner countries, and India is not among them. Any advert offering Indians a Japanese working-holiday visa is misinformed or dishonest.

    Do I need a degree?

    Not for the SSW route, which is based on the language and skills tests. A degree matters for the engineer and specialist statuses used for professional roles, which is a different category of employment.

    How long does it take from India, realistically?

    Six to twelve months for most candidates, dominated by language study and test scheduling. Anyone promising departure in weeks is describing something that does not exist.

    Can my spouse come with me?

    Specified Skilled Worker category 1 does not permit dependants. If family accompaniment is essential, establish the exact status of residence before accepting any offer.

    An agent says he can get emigration clearance faster for extra money. Should I pay?

    No. That is a bribe solicitation or a fabrication, and either way it puts your file and your money at risk. Clearance follows the process on eMigrate.
